The Urban Vision Lutsk project is a comprehensive urban study of the city and the creation of a master plan for the central part of Lutsk.

The first part of the project focuses on city research. We have created a digital database about the city and analyzed its potential, the demand of the citizens, and its features. The research results presented in the first part of the project are the basis for working on the concept of the central part of Lutsk and modeling development scenarios.
The study was conducted based on open data: online surveys, interviews, and workshops with residents of Lutsk, field research, as well as analysis of Lviv City Council documents, historical references about the city, a comprehensive environmental assessment of the city, documents regulating the preservation and protection of historical heritage and restrictions on development. A digital 3D city model and a GIS database supplemented the research.
Research focuses on spatial analysis of the city, nature and landscape, urban mobility and connectivity, culture, city life, tourism potential, heritage, and analysis of the built environment.
As part of the study, we conducted in-depth interviews and an online survey of citizens about the development of the city center. The survey involved 1,000 respondents who spoke about leisure, culture, sports, services, safety, and the environment in Lutsk. It is an illustration of the general picture of the citizens' request for the development of the city and its central part.
The first stage of elaborating the city’s vision and downtown development concept is based on the conclusions of the research and survey, as well as joint work with residents at the project events. We determined together the vectors of the city’s development, how the city center can be built and densified, what its new visual identity is, where public and natural spaces are needed, and how urban mobility and culture can be improved.
Shared ideas for the development of Lutsk and its center will be the basis for a master plan and priority steps for the city.
Exhibition of the city’s spatial plan and design game on August 12, 2023
It is a dynamic spatial concept of the city center that provides a basis for the future sustainable growth of the city center and lays down the vectors for the development of the community and neighboring communities in Volyn Oblast.
The critical areas of the city’s development are based on the UN Sustainable Development Goals, existing potentials and challenges of the city, historical features and identity, and sustainable and modern planning methods. The vectors of city center development are determined together with the active community of the city and are proposed for discussion and development of detailed solutions.
Urban Reform experts are developing a master plan for the central part of Lutsk and will present it to the citizens in the fall.

The project is implemented by the NGO “Misto. Reboot” and “Urban Reform” at the initiative and with funding from the NGO “Algorithm of Actions” and with the assistance of the Lutsk City Council.
